Does this mean that they are the same variety? Maybe not, because HA-3 has pick-up points not evident on seen on HA-1. 1878-CC HA-3 pickups include:
A die crack across the top of UNITED
A die crack across the base of LAR
A die line through a dentil below the period after DOLLAR
A die line near the left wingtip
A die lump on the left wing opposite the left upright of the N in UNITED
The 1878-CC HA-3 reverse die (2b.2) also struck 1877-CC HA-14. The pick-up points are evident on this example of 1877-CC HA-14 and this example of 1878-CC HA-3.
But the pick-up points are not readily evident on images of the sole example of 1878-CC HA-1, graded PCGS MS62. Auction lot images can be viewed here and here. Both of those lots show a possible pick-up point (a horizontal line) in the dentils opposite the 4 in 420, although that could be a mark or debris on the coin. The pick-up point is shown below:

The base of 420 is doubled, but that is likely strike doubling.
Because the 1878-CC HA-3 pick-up points are not seen on the HA-1 example, I am continuing to list the HA-1 variety. Although the possibility exists that it is an HA-3 example that, for one reason or another, simply does not show any of the HA-1 pick-up points.
